In accordance with the Federal Law from July 24, 2007 № 221-FZ «On the State Real Estate Cadastre» technical plan represents a document in which the certain data are reproduced included in the state cadastre of the real estate, and details of the construction are specified, that are necessary for registration of such construction, or new data on a construction to which cadastral number is assigned, that are necessary for inclusion into the state cadastre of the real estate.

Technical plan is formed in accordance with the requirements for the preparation of the technical plan of construction, approved by the order of Ministry of Economic Development of the Russian Federation № 693 of November 23, 2011

The technical plan consists of textual and graphic parts, which are divided onto sections, obligatory for inclusion in structure of the technical plan, and sections, which inclusion in structure of the technical plan depends on kinds of cadastral works.

The technical plan is made up in the form of the separate document for each created (formed) construction.

For automated filling the sections of technical plan there is intended the procedure «Formation of the technical construction plan», which uses information from the metrics and the semantics of objects from a layer «TECHNICAL PLAN»:

- CONTOUR OF CONSTRUCTION;

- CHARACTERISTIC CONTOUR POINT.

Process of formation of the technical plan includes the following technological stages:

- mapping the objects of land management (cadastral quarter; ground areas; the construction; characteristic points of a contour);

- preparation of images for a graphic part;

- entering the attributive information about objects of land management;

- automated filling the sections of the technical plan.

 

For XML-file formation in dialog the «Technical plan of construction» on the bookmark «XML» it is necessary to specify the XSD-scheme used for formation of the XML-document and type of the information. The XML-file can be generated for one object of land management - a construction.

If for work the scheme "TP_v03.xsd" is chosen, on the bookmark «Details»/«Parts of object» in the list of parts there will automatically be written the parts defined by a spatial disposition inside the construction.

For input of data about parts, choose in the list a certain part. In the field «Type of a part» you must specify the type «formed» or «changed». For formed part a designation is specified (for example, pp1, pw1 etc.). For changed part - the registration number is specified (for example, 1, 2 etc.). The area automatically is calculated by coordinates. If necessary, it is possible to specify other area. The part area is specified with a rounding up to 0.1 m.

If the part is located on several floors, then consistently number and floor type are specified (floor type is selected from the list). For each floor it is necessary to specify the number on the plan and to attach a graphic file with the plan image in JPEG format with obligatory indicating the scale (1:100, 1:200 etc.). For one floor it is possible to specify several graphic files (addition/removal of graphic files is carried out by buttons «+»/«-»).

For a part necessarily to indicate the content of restriction (encumbrances) of the rights and optional, as the element is not obligatory, the description of location of an object's part.

If the part is located within one floor, then to set the parameter «Object has no number of floors».

After input/editing of the necessary data onto a part, it is necessary to press the button «Update after editing». In the list of parts there will be not so simply a sequence number of a part, but specifically, what part - formed or changed one.

At formation of the XML-document on registration of the construction into XML the data only about formed parts are included. If in the list of parts there are changed parts, then into XML-file they will not be written down.

At formation of the XML-document on the registration of changes, and also about formation (change) of a part (parts) of a construction into XML there are included and formed and changed parts.

Sign of a formed or a changed part is the presence of semantics "DESIGNATION" or "REGISTRATION NUMBER" in the part of object.

Information about the customer of cadastral works is necessary for filling sections of the electronic XML-document. So as there may be several customers, a forming the list of customers for each object of cadastral works is provided. In the element "List of customers" the information about the entered data for customers are displayed.

For addition of a new customer it is necessary to fill all positions in the element "Customer of cadastral works" and to press the button "Add a customer".

For editing the information about earlier entered customer, it is necessary to choose the desired customer in the list. Thus, the information in the element "Customer of cadastral works" is automatically updated. After entering and editing the data, it is necessary to press the button "Save customer after editing". If you want to save the edited data as a new, press the button "Save customer after editing".

 

The technical plan can be generated for one object of land management - a construction. Procedure «Formation of the technical plan» provides support of forming reports by one of two variants:

- for the one-planimetric construction chosen on a map.

- for the set chosen on a map - a multiplanimetric construction.

The variant of the automated formation of the report depends on a method of choosing the object (objects) on a map, the program takes into account these features automatically. Contents of data placed into the report and the list of filled sections are set up in dialogue «TECHNICAL PLAN».

If for work the scheme "STD_TP.xsd" is chosen, on page «Common data» it is necessary to specify:

- variant of preparing the technical plan;

- information about customer of cadastral works;

- information about cadastral engineer.

This information is used at filling the title page. On the title page of the technical plan there is the signature of the customer (with the specifying a surname and the initials), who has carried out acceptance of land-management works, with the specifying a date of acceptance.

Program automatically reads information about customer from existing semantics (CUSTOMER) and places it into fields of the formatted panel. At absence of the information the fields will be empty. However, for convenience of repeated data input all entered information is saved in a file of data (*.MPP).

Data on the executor of land-management works are entered in positions of dialogue and are saved in a file of data for a reuse.

 

Page «Report» indicates the structure of the sections included into the technical plan and a folder in which patterns of the report are located.

The folder of patterns specified in options of «Geodesy editor» is used by default. The structure of standard delivery includes patterns necessary for formation of the technical plan. The list of section titles and corresponding to them the patterns of documents is described in a file dot.ini. section [TECHPLAN_CONSTRUCTION]. One line corresponds to one section of the technical plan.

 

WARNING: do not delete files from folder Geodesy.dot. The list of patterns, including their components, are listed in the readme.txt file in folder Geodesy.dot.

You can change at any moment structure of sections of the technical plan, only those sections which will be specified on page «Contents» will be inserted into the report.

 

Page «Initial data» displays the information placed in section «Initial data» of technical plan.

The information presented in the group «List of the documents used by preparation of technical plan» and «Data on the geodetic basis, used by preparation of technical plan» is unique for each object - construction. To enter the list of documents and data on a geodetic basis it is possible to use dialogue «Technical construction plan». So as there can be several documents and items then the storage in standard semantics in this case can not be applied. Data on documents of geodetic basis are saved in a service file MapName.sem.txt. The user can make changes to these lists of data.

The list of the documents used at preparation of the technical plan, automatically is read from section [ZEMDOC] of the service file and is placed into the list for editing. Corrected values are used at formation of the report, but not saved into semantics of the construction.

Data about the geodetic basis, used at preparation of the technical plan, automatically are read from section [PUNKTS] of the service file and are placed into the list for editing. The updated values are used at formation of the report, but not saved in semantics of objects.

The information about system of coordinates is read from the passport of a map and is displayed in the corresponding element of dialogue. If necessary it is possible to make changes in this line. If the local or conventional system of coordinates is applied, then information about its name are saved in file MPP, position REFERENCE.

Within one organization is most often used a limited number of measurements means. To enter the information about them for each object of land management is inexpedient, it is more reasonable to save some files of data (*.mpp) and to use them in work. For example, it is possible to create a file with a binding to the cadastral engineer and the geodetic equipment used by him. In «data on means of measurements» group the list of measurements means and their details are displayed. The entered information is saved in a file of data *.MPP for a reuse.

 

On the «Details» page the values of attributive characteristics of a construction are specified. For convenience of input the attributes are grouped on the following bookmarks:

- Cadastral and other numbers;

- Description of location;

- Characteristics of the object.

 

In «Cadastral and other numbers» group the values of cadastral or account numbers and a drawing legend are specified. These attributes are mandatory to filling. At presence on map of an object CADASTRAL QUARTER and the LAND, values of their cadastral numbers will be read by the program automatically.

 

In the group «Description of location» data on the structured (formalized) description of the location - the address of object and/or not formalized description of the address are entered. The attribute «Region» should be filled in any way Attributes in the structured address are entered by pairs, for example «Area» and «Type» of area, «Name» of street and «Type» of street, etc. Value of type of an address element is selected from the directory corresponding to the current XML-scheme.

When filling the address in the text report, the program at first analyzes presence of the data in the position «An unformalized description of the address (location)», if value is present, then it is inserted into the report. If value is not present, the address line is assembled from value of address elements of the formalized location description. When filling the XML-file all positions of dialog are used.

 

In group «Characteristic of the object» the values characterising a construction are specified. All attributes are mandatory, except for «Year of commissioning» and «Completion year». Only one of them must be specified.

Page «Graphic part» indicates the composition of the images used at automatic filling the form of the technical plan.

To set up the structure of graphic files use buttons «To add a graphic file in the list», «To remove a graphic file» and «To insert a graphic file». The insert is made above a current line in the list. At addition or insert of files it is possible to use operations of a multiple choice. To do this in the dialog of the filename choice use Shift and Ctrl keys in combination with a mouse. Hold the corresponding button and specify by the mouse the files necessary for you.

The composition of the scanned copies of the documents, applied to the technical plan, is specified in the group «Applications». To enter information about the application the special dialog «Data input for the document - the base» is used. Except for the document image it is necessary to specify its name and requisites.

 

On page «Options» a set of the attributes is specified, that controls the automated process of filling the technical plan.

Parameter «for a multi-circuit facility account numbers to use parts of the circuit» provides the insertion between information about the coordinate description of outer contours of the line containing the value of semantics ACCOUNT PART NUMBER (PART_NUMB). Otherwise, each outer contour will be separated by a blank line.

Parameter «insert into the report the account information about the measurements and calculations performed for the multi-circuit object's contours» provides an insert into the report the additional lines into the section «Information on the executed measurements and calculations» for each outer contour of multiplanimetric construction. Otherwise, only lines with the information about the basic contour of a construction are inserted.

To input the conclusion of the cadastral engineer it is necessary to specify the necessary text in the appropriate position of dialog. The entered data will be inserted into the text report and into XML-file.

For formation of the text report after the general data, content, and structure of graphic files are installed, it is necessary to press button «Report». There is an initialization of the form of the technical plan and filling its with necessary data.  The result is given in the form of file Microsoft Word or OpenOffice.org Writer.

To form the XML-file, you must go to the page «XML», specify necessary data and click the button «XML».  All positions on the page «XML» are mandatory for filling. After XML-file formation its check for conformity to the XSD-scheme is automatically made. The program performs only formatted control. Information about errors or their absence is given in the corresponding element of dialog. For correct work of the program the actual XSD-scheme should be placed into the folder Geodesy.XSD.
